Education
In 1976, Nathaniel Cooper received his BA in Business Management from the University of Maryland. A year later, he became a Commissioned Second Lieutenant in the US Army as an Air Defense Officer. In 1979, he transferred to the US Army Finance Corps where he served as Assistant Finance Officer and Deputy Finance Officer in Belgium at the North Atlantic Treaty Organization (NATO) Supreme Headquarters Allied Powers Europe, as Chief of Finance Operations, and later as Chief Disbursing Officer. While working as Chief Disbursing Officer in Belgium, Cooper is proud to have recommended the implementation of Electronic Funds Transfer (EFT) in 1982 for payment of infrastructure and international debts, saving billions of taxpayer dollars. |
| Believing in the role of academia in development and career advancement, Cooper earned his first master's degree from Webster University. This master's was earned with a dual concentration in Business Management and Criminology. In 1985, he completed the Combined Service Staff School and, in 1989, Command and General Staff College. Later in 2002, Nathaniel earned a Master's Certificate (with 18 graduate credits) in Alternative Dispute Resolution (Arbitration and Mediation) from the University of Massachusetts. He completed an intern mediation program by mediating cases in the District Court, Quincy, Massachusetts. A second Master's degree was earned in 2005 in the field of Legal and Ethical Studies from the University of Baltimore. |

Experience
Nathaniel Cooper was a Medical Corpsman with the 25th Infantry Division during the Vietnam era, serving approximately 17 consecutive months in Vietnam. He was commissioned in 1977 as a 2nd Lieutenant Air Defense. In 1979 he was promoted to 1st Lieutenant, transferred to the Finance Corps, and assigned to the 27th Finance Company in Belgium with the North Atlantic Treaty Organization (NATO) and the Supreme Headquarters Allied Powers Europe (SHAPE) as an Assistant and Deputy Finance Officer.
Cooper was soon promoted to the rank of Captain and served as the Chief Finance Operation Officer and Chief Disbursing Officer with 27th Finance for the SHAPE community for 3 years. Upon returning the US, he attended the Advance Finance Officers Course and was assigned to Ft. Jackson, South Carolina, as a deputy Finance Officer where he served as the Chief Finance Operations Officer and, later, as the Chief Disbursing Officer and Interim Budget Officer for the Ft. Jackson Finance Office. In 1984, Cooper served as a Class B Agent to Ft. Pickett, Virginia, and was responsible for all National Guard, US Army Reserve, and active Army pay and allowances for 4 months. In 1986 he served as a Contracting Officer at the Satellite Command in Ft. Monmouth, New Jersey. In 1988 he served as a Staff Accountant and Quality Assurance Finance Compliance Specialist for the Military District of Washington in Washington, DC. After pursuing additional educational goals, Cooper returned in 2006 as an independent broker and agent in the health, life, businesses, and personal disability insurance industry.
In 1994, Nathaniel took a sabbatical and returned to the University of Massachusetts and thereafter attended University of Baltimore for further graduate studies. While attending Graduate School, he mediated cases in District Court of Quincy, Massachusetts. In 2006, Cooper worked as an Independent Broker in the Health, Life and Personal disability insurance industry for 4 years.
